If You Want to Work with Westerners... Plan Ahead

As they say, when in Rome, do as the Romans do.  So, for example, if you want to survive and thrive in the Korean workplace, naturally you need to get used to 회식 (business dinner) culture.  Similarly, if North Korean human rights activists want to effectively work with the international community, they must try to adapt to their counterparts, particularly if it will increase the effectiveness of their efforts. 

Before I go any farther, I want to say I write this column in the spirit of “tough love.”  My goal is to explain the foreign perspective and how some common Korean habits are perceived by many Westerners, especially those who are new to Korean culture.  My hope is to prevent common misunderstandings between Korean and Western activists and volunteers. 

The number one frustration I as a Westerner have when working with (Korean) North Korean human rights activists is their tendency to plan or change things last-minute – or at least to notify others of said plans last-minute.  Of course, everyone occasionally must resort to doing things last-minute, but in 빨리 빨리 (“fast fast”) Korea it is a much more common practice.

A few Fridays ago, just before lunch, I received a text message from the organizers of a concert on behalf of North Korean refugees.  The concert was Sunday at 4pm, so over 48 hours in the future.  This seems to be an average amount of advanced notice given for such an event.  But by Friday many Westerners (and I suspect Koreans) already have their weekend planned – simply organizing and notifying people earlier would allow word to spread farther and more people to come. 

Admittedly, this event appears to be organized for Korean by Koreans, so I will follow the “when in Rome” rule and not judge it by my own expectations.  But I am continuously frustrated by events that attempt to attract Westerners' participation at the last-minute.  I have been to many seminars and conferences at which the organizers spent big money to hire simultaneous translators and rent radio headsets and transmitters for English-speaking guests, but even many of these events are promoted last-minute, and it is reflected in the low attendance. 

Many Westerners understand occasional last-minute invitations, but when we realize it's standard operating procedure, we tend to see it as rude and incompetent.  We usually see this type of behavior as disrespectful because it doesn't value the person's time and incompetent because the same invitation or marketing, if it had been done with sufficient time, would have been dramatically more effective.  It's not just invitations to events that regularly come last-minute – I also semi-regularly receive similar, last-minute – and therefore usually ineffective – requests for help, e.g., with translating or writing a press release in English.

Though I don't exactly accept it, I have come to expect last-minute things in Korea.  But for a foreigner just getting interested in getting involved, it is very off-putting and discourages participation.  For a movement that has long bemoaned the lack of participation, we need to lower the barriers to entry as much as possible.  Last-minute planning and providing last-minute notice needlessly prevents many from getting involved, thus preventing the movement from growing.  And I suspect it's not just foreigners who are put off by the last-minute nature of everything. 

서양 사람들과 함께 일하고 싶다면, 미리 계획하세요!   로마에 가면 로마법을 따르라고 한다.  한 예로, 외국인이 한국직장에서 살아 남으려면, 당연히 회식 문화 등에 익숙해져야 한다.  비슷하게 북한 인권 운동가가 국제 사회와 함께 효율적으로 일하고자 한다면, 국제인권사회에 적응해야만 한다고 생각한다. 이것은 함께 하는 일의 효과를 높일 것이다.   내가 말을 더 하기 전에 나는 “tough love”로 이 칼럼을 쓴다는 것을 말하고 싶다.  이 글을 쓰는 목적은 외국인의 입장과 외국인이, 특히 한국 문화를 얼마 접해 본 적 없는 서양 사람들이, 어떻게 한국인의 어떤 습관에 반응하는지를 설명하기 위해서이다.  한국 운동과 서양 운동과 자원봉사자 사이에 누누이 생기는 오해를 방지하는데 도움이 되고 싶기 때문이다.    내가 미국인으로서 한국인 북한 인권 운동가와 함께 일하면서 가장 좌절하는 때는 그들이 자주 마지막 순간에 계획을 세우거나 바꿀 때이다. 특히, 홍보나 초대를 마지막 순간에 한다는 점이다.  물론 누구나 가끔 마지막 순간에 무엇을 준비하거나 해야 할 때도 있지만 “빨리 빨리”문화를 가진 대한민국에서 이것은 너무 흔한 일이다.   몇 주 전 금요일의 일이다. 점심 좀 전에, 탈북 난민을 위한 콘서트를 알리는 문자 메시지를 받았다. 콘서트는 일요일 4시 예정이었고, 적어도 48시간이상 후의 일이었다. 이런 행사에서 48시간 전의 사전통보는 평균적으로 보인다.  그럼에도 불구하고 서양사람들은 금요일이 되면 주말 계획을 미리 세운다. (한국인도 대부분 그렇지 않은가?) – 아마도 더 일찍 조직하고 알린다면 사람들이 행사에 더 많이 참석할 것이다.    이 콘서트가 한국인들을 대상으로 하는 것이기 때문에 미국인으로서 한국 문화에 따라야 한다는 것을 인정한다.  그렇지만 한국 북한 인권 운동가가 계속 국제 사회와 함께 일하면 좋겠다고 하면서도 외국인들의 참여를 이끌어낼 때 마지막 순간에 통보하는 것은 나를 계속 좌절하게 만든다.  내가 참석했던 세미나나 콘퍼런스에서 조직자가 영어를 하는 사람을 위해 큰 돈을 쓰고 동시 통역사, 무전송신기 및 수신기를 준비를 많이 했지만, 홍보도 늦고 부족해서 많은 사람들이 오지는 않았다.    서양사람도 물론 마지막 순간에 초대를 가끔 받기도 하고, 대부분 이해가 되기도 한다.  하지만 서양인들은 그렇게 하는 것이 표준적인 절차라는 것을 알게 되면 한국 인권 운동가들을 예의 없고 무능하다고 여길 것이다.  마지막 순간에 부르면 받는 사람에게도 무례한 것이지만, 무엇보다 홍보나 초대를 더 일찍 하면 효과가 훨씬 클 것이다.  행사에 초대를 늦게 하는 것뿐만 아니라 북한 인권에 관련된 부탁(예를 들면 보도자료를 번역하기)도 마지막 순간에 (그러므로 효과가 거의 없다) 받는다.     물론 아직 완전히 받아들인 것은 아니지만 한국 사회의 마지막 순간에 일을 하거나, 통보하는 경향을 이제는 예상하게 됐다.  그런데 처음으로 북한 인권 운동을 접한 외국인은 이런 버릇을 싫어하고 또 이것은 외국인들의 참여를 어렵게 만든다.  북한 인권 운동은 오랫동안 사람들의 참여가 부족하다고 한탄해왔고, 그래서 우리는 인권 운동의 진입 장벽을 되도록 낮출 필요가 있다. 마지막 순간에 준비하는 것, 또 마지막 순간에 홍보하고 알리는 것은 가능성이 있는 참여자나 자원봉사자가 되는 것을 막고 결국에는 인권 운동의 확대를 방해할 것이다.  그리고 이것은 외국인뿐만 아니라 한국인들에게도 마찬가지로 적용될 수 있다고 생각한다.   그러므로, 나는 한국 인권 운동가들이 서양 인권 운동가들과 함께 협력하여 일 하고자 한다면, 반드시 미리 계획하고 미리 준비하고, 미리 통보해 주기를 희망한다.
