If You Want to Work with Westerners... Plan Ahead
As they say, when in Rome, do as the Romans do. So, for example, if you want to survive and thrive in the Korean workplace, naturally you need to get used to ȸ½Ä (business dinner) culture. Similarly, if North Korean human rights activists want to effectively work with the international community, they must try to adapt to their counterparts, particularly if it will increase the effectiveness of their efforts.
Before I go any farther, I want to say I write this column in the spirit of ¡°tough love.¡± My goal is to explain the foreign perspective and how some common Korean habits are perceived by many Westerners, especially those who are new to Korean culture. My hope is to prevent common misunderstandings between Korean and Western activists and volunteers.
The number one frustration I as a Westerner have when working with (Korean) North Korean human rights activists is their tendency to plan or change things last-minute – or at least to notify others of said plans last-minute. Of course, everyone occasionally must resort to doing things last-minute, but in »¡¸® »¡¸® (¡°fast fast¡±) Korea it is a much more common practice.
A few Fridays ago, just before lunch, I received a text message from the organizers of a concert on behalf of North Korean refugees. The concert was Sunday at 4pm, so over 48 hours in the future. This seems to be an average amount of advanced notice given for such an event. But by Friday many Westerners (and I suspect Koreans) already have their weekend planned – simply organizing and notifying people earlier would allow word to spread farther and more people to come.
Admittedly, this event appears to be organized for Korean by Koreans, so I will follow the ¡°when in Rome¡± rule and not judge it by my own expectations. But I am continuously frustrated by events that attempt to attract Westerners' participation at the last-minute. I have been to many seminars and conferences at which the organizers spent big money to hire simultaneous translators and rent radio headsets and transmitters for English-speaking guests, but even many of these events are promoted last-minute, and it is reflected in the low attendance.
Many Westerners understand occasional last-minute invitations, but when we realize it's standard operating procedure, we tend to see it as rude and incompetent. We usually see this type of behavior as disrespectful because it doesn't value the person's time and incompetent because the same invitation or marketing, if it had been done with sufficient time, would have been dramatically more effective. It's not just invitations to events that regularly come last-minute – I also semi-regularly receive similar, last-minute – and therefore usually ineffective – requests for help, e.g., with translating or writing a press release in English.
Though I don't exactly accept it, I have come to expect last-minute things in Korea. But for a foreigner just getting interested in getting involved, it is very off-putting and discourages participation. For a movement that has long bemoaned the lack of participation, we need to lower the barriers to entry as much as possible. Last-minute planning and providing last-minute notice needlessly prevents many from getting involved, thus preventing the movement from growing. And I suspect it's not just foreigners who are put off by the last-minute nature of everything.
